HIGHWAY MANAGEMENT (CITY) LIMITED is part of the Highway Management Group (HMG) and was established in 2005 in connection with being awarded the first highway DBFO (Design, Build, Finance & Operate) contract in Northern Ireland.

Through the DBFO contract HIGHWAY MANAGEMENT (CITY) LTD is responsible to the Department for Regional Development for the management of design, finance, construction, operation and maintenance of 60km existing motorway network.

HIGHWAY MANAGEMENT (CITY) LTD is a special purpose company formed by Bilfinger Berger BOT Ltd, John Graham (Dromore) Ltd and Northstone Ltd.
